The N516, Thorbeckeweg, is a major traffic artery for Zaanstad. But daily traffic jams, unsafe bike routes, and a growing number of commuters made one thing clear: the region was stuck. In 2030, over 62,000 cars per day are expected, compared to 48,000 now. To handle this growth without further pressure on livability, accessibility, and safety, action is needed.

The challenge

The Thorbeckeweg is one of the main access routes to Zaandam, but it's been a source of frustration for years. Traffic flow stalls, road safety is under pressure, and there's no room for growth. Meanwhile, the city is expanding rapidly and the regional economy-from logistics to retail-faces increasing strain.

The task? Build future-proof infrastructure on a relatively small 3-kilometer stretch, without disrupting the daily operations of residents, cyclists, public transit users, and businesses. There are 4 public partners involved and an investment of over 100 million euros.

The approach

Through the AVANT program (Traffic Congestion Approach Ambacht N516 Thorbeckeweg), the municipality of Zaanstad works with the province of Noord-Holland, Vervoerregio Amsterdam, and EIFFEL Projects on sustainable and safe development of the N516.

Since 2023, phased construction includes:

  • A new tunnel for through traffic
  • Two underpasses for cyclists
  • A bicycle and pedestrian bridge toward the Achtersluispolder
  • A robust connection with the A8 and surrounding neighborhoods

Execution happens in phases. The key milestone is the start of the underpass at the Vijfhoek in July 2025. Meanwhile, traffic keeps moving through smart phasing and temporary detours. Completion is scheduled for summer 2027.
