The Transition to Directive Energy Planning
- EIFFEL Projects

Current energy infrastructure is reaching its limits due to electrification and accelerated solar and wind energy generation. This applies especially to the low-voltage grid in some areas. While the urgency to reinforce the grid grows, decision-making about heating solutions per neighborhood lags in many municipalities.
The Project
The goal is to reinforce all neighborhoods and business parks in time to make them future-proof, so they no longer hit capacity limits. This requires aligning municipal and Liander plans and converting them into concrete choices per neighborhood. Additional acceleration with a scalable approach is needed to enable Liander to successfully complete the task ahead.
Our Role
EIFFEL Projects Advisory supported Liander in developing a new working method and set up multiple pilots with municipalities. First, to test whether the proposed method and steps aligned with how municipalities work. Second, to improve this approach based on pilot results before rolling it out across the 132 municipalities within Liander's service area.
What We're Proud Of
Thanks to our efforts, the transition was made from a reactive approach to a proactive, directive one. This made an important contribution to the energy planning Liander wants to realize through its strategy.
