Amstel III is a transformation area in the heart of Amsterdam-Southeast. What is now a drab office district will grow into a dynamic urban neighborhood over the coming years. On behalf of the Land & Development department of the City of Amsterdam, EIFFEL Projects provides a project manager to realize sub-projects within this large-scale redevelopment.

A Dynamic Urban Neighborhood

Amstel III sits between the Johan Cruijff Arena and Amsterdam UMC. For years it was a single-function office district. The transformation began with vacant offices, but is now driven by strong demand for new housing. In 2017, the city adopted a new Development Perspective to develop the area into a mixed urban neighborhood. The land is leased on long-term ground lease, and through the Develop-Apart-Together model, the city and market parties jointly shape this large-scale transformation.

Currently, contracts have been signed for approximately 5,000 homes. By 2040, a total of around 15,000 homes can be built, including high-quality public space where residents can relax, meet, exercise, and play.

Our Role

EIFFEL Projects provides a project manager for this assignment who, together with a team, is responsible for various sub-projects. The focus is on closing development agreements for housing construction and redesigning public space. A key priority is connecting municipal ambitions, policy goals, and project feasibility. What makes Amstel III unique is that developers take the lead in realizing and executing the plans—our assignment is to guide and monitor that process smoothly.
