Municipalities face increasing financial pressure, while the stream of property valuation objections from no cure no pay firms continues unabated. Thorbecke therefore developed BezwaarMate: a smart combination of AI and human expertise, which makes objection handling not only faster and cheaper, but also higher quality.

In 2022 and 2023, extreme property value increases and the rise of no cure no pay firms caused an explosion of property valuation objections. These firms quickly professionalized their processes, primarily through automation. Although the number of objections has recently decreased, pressure on municipalities remains high: property values have stabilized, but objection volume remains substantial.

With BezwaarMate, we reduce the processing time of no cure no pay objections by at least 30%, without compromising quality.

At the same time, municipalities risk running into rough weather due to national budget cuts of no less than €2.4 billion to the municipal fund. In 2026, the national contribution per resident drops from €137 to €47. Moreover, municipalities structurally receive insufficient compensation for inflation, aging population, and population growth. One in 5 municipalities is already raising property tax by more than 10% this year, and more will follow. All these factors increase the likelihood of new objections and put operations under pressure.

BezwaarMate: smart technology, human expertise

Thorbecke saw the dual challenge and developed BezwaarMate, a web application that handles no cure no pay objections faster, more consistently, and more cost-effectively. Appraisers manually perform a valuation matrix and document check, ensuring quality. The application then automatically generates a complete decision letter, including all necessary calculations and control mechanisms. This reduces processing time per objection by at least 30 to 50%.

Because BezwaarMate is flexibly designed, it seamlessly connects to existing municipal workflows. Municipalities retain control over matters such as text blocks, templates, and additional information, while Thorbecke takes the heavy work off their hands.

Investing in future-proof efficiency

With ongoing budget pressure, waiting is not an option. Municipalities that invest now in smart, cost-saving solutions like BezwaarMate create space to look beyond just objection handling. This leaves time for quality improvement in the database, such as with agricultural properties or non-residential properties—topics Thorbecke previously covered in its newsletter.

BezwaarMate offers not only technological advancement but also strengthens human craftsmanship. This way, Thorbecke ensures municipalities are prepared not only today but also tomorrow for a complex, challenging reality.
