Public Works renovation project PTZ as blueprint for the Netherlands

The tunnel renovations in South Holland are part of the nationwide replacement and renovation program that Public Works will implement in the coming years. Within this region, 5 tunnels have been selected for a portfolio approach using an overlapping structure between now and 2032. This approach allows us to learn from each project: what works in the first tunnel gets improved and applied in the next.

When Peter Poort joined the project, he found a well-functioning team with strong collaboration. The assignment: further streamline project controls, implement improvements, and raise quality standards.
Approach
Peter started as project leader and hands-on supervisor. He's responsible for team organization and technical contributions to project controls. His team delivers expertise in quality, risk, scope, and capacity management, planning, administrative support, and coordination.
"My role is twofold: motivate and stimulate the team, andcontribute technical expertise in project controls. That combination suits me well."
What makes Project Tunnel Renovations South Holland unique is the portfolio approach: 2 project portfolios, each with multiple tunnels, executed in overlapping phases. This creates opportunities for cross-fertilization and continuous learning. At the same time, this brings collaboration challenges, such as physical separation of teams. Peter sees it as an ongoing learning process to promote collaboration and secure knowledge sharing.
Result
The Noordtunnel, the first tunnel from Portfolio 1, has been awarded and is now in the detailed design phase—a process where the contractor develops the final design and prepares for execution. Portfolio 2 is in the procurement phase and expects to award the contract in 2026.
"The work underway might suggest the renovation has started, but that's regular maintenance. For the renovations, we're still in the detailed preparation phase."
Peter's role is visible in how his team contributes to solid and reliable project controls. The ambition: make this project the reference for future tunnel renovation projects.
