Eindhoven aims to reduce CO₂ emissions by 55% from 1990 levels by 2030, and by 95% by 2050. This target, established in the 2016 Climate Ordinance, requires more than isolated projects: it requires a coherent, long-term strategy. The Climate and Energy Program (CEP) consolidates initiatives around sustainable energy, mobility, greening, and circular economy into one integrated approach, with the goal of creating a future-proof city.

The challenge

Energy transition and climate adaptation are urgent, but implementation is complex. Eindhoven faces diverse challenges: from making municipal buildings sustainable to promoting sustainable mobility, greening the city, and developing smart energy networks. Dozens of stakeholders are involved, from municipal departments and housing corporations to research institutions and businesses, with multiple projects running simultaneously.

The challenge is connecting all these initiatives into one structured course that concretely contributes to the established climate and energy goals, without compromising livability, economy, or infrastructure.

The approach

The CEP works programmatically and integrally. 6 pillars form the core:

  • Strategy & mission: clear principles, priorities, and conditions for all actions.
  • Organization & governance: clear role distribution and direction on coherence and progress.
  • Finance & budget management: detailed planning and risk management, including measures to limit financial risks.
  • Program control & monitoring: continuous measurement, reporting, and adjustment on goals and progress.
  • Assignments & sub-assignments: from sustainable mobility to circular economy, each theme gets its own roadmap.
  • Capacity & collaboration: combining internal and external expertise to ensure effectiveness and quality.

Important milestones in the coming years include the start of construction of the municipal energy and heating company in Q3 of 2025. Approval of the Climate Plan 2026 – 2030 in Q2 of 2025. And the ongoing execution of the Climate Agenda, renovation of municipal buildings, and implementation of sustainable mobility solutions.

EIFFEL Projects supports integral project management, from planning control to risk management and stakeholder alignment, ensuring all CEP pillars are executed coherently.

The current program planning is scheduled for completion in December 2030.
