Noord-Holland faces a major challenge: renewing thousands of bridges, viaducts, locks, and noise barriers. Rijkswaterstaat leads the operation, while EIFFEL Projects provides expertise in integrated project control. From risk management to scheduling, together we ensure infrastructure becomes safe, sustainable, and future-ready—while everything keeps moving.

Infrastructure forms the backbone of the Netherlands. But that backbone is aging. Bridges, tunnels, locks, and viaducts built in the last century are now used more intensively than ever. The result? Wear and tear, disruptions, and risks to safety and accessibility.

That’s why Rijkswaterstaat, together with partners such as ProRail, provinces, water authorities, and port authorities, has launched a large-scale renovation and replacement program. The approach is impressive in both scale and impact:

  • €15–20 billion in investments
  • 14,500 bridges and viaducts, 730 of which are movable
  • A project area of 2,670 km²

With a schedule running through to the end of this century, EIFFEL Projects supports Rijkswaterstaat with experts in integrated project control. That means clarity, control, and continuity in a landscape full of complex interests.

Project control in practice

Our professionals work close to execution. Think of managing risks, time, budget, and information. We safeguard quality, streamline processes, and ensure decision-making moves forward decisively.

Examples of projects

Noise barriers A10 North (completion end of 2025)
During storm Eunice in 2022, existing barriers were severely damaged. The new barriers are greener, more sustainable, and installed in staggered sections to limit disruption. Temporary measures, such as low-noise asphalt, keep the situation manageable in the meantime.

Prins Willem-Alexander Lock (2025–2029)
A large-scale renovation of this crucial connection between the Markermeer–IJmeer and the North Sea Canal. Lock gates, fender structures, and control systems are being renewed to ensure reliability and safety. Temporary closures require careful planning and clear communication.

Ferry harbors Texel – Den Helder (2023–2025)
Rijkswaterstaat is carrying out major maintenance, including replacing lifting cables, rail tracks, and concrete structures. Most work takes place at night to maintain accessibility for travelers.

More than technology

The impact of these projects goes beyond mobility alone. They contribute to a safer, more sustainable, and more livable Netherlands:

  • Sustainable: energy-neutral bridges, circular materials, and greener infrastructure
  • Safe: from water safety to cybersecurity
  • Livable: safer traffic, less disruption, and better integration into the surroundings create more accessible cities and villages
  • Economic: replacement and renovation create jobs, stimulate innovation in the construction sector, and increase regional value

Our experts help realize these goals by steering sharply on quality, progress, and collaboration—within and across projects.

Closing

Whether it’s a lock gate or a highway viaduct, renewal requires control. Thanks to the collaboration between Rijkswaterstaat and EIFFEL Projects, the Netherlands remains accessible—and stays ahead of the future.
